I can vouch for its likelihood. I have SE'd my way around NASA several
times without my badge (which I often leave safely stored in my top
dresser drawer when I leave for work). The scariest SE I managed to pull
was when I managed access into Space Flight Operations with no badge, no
escort and no questions asked. And no-one in the facility knew me from
Adam. All I had to do was walk around like I owned the place. To them, I
was just another mission specialist. This was just before the Pathfinder
landing of 1997. Things tightened up considerably after July 4th of that
    year.
