    Several months ago I read a magazine article that mentioned the US Air
    Force 609th Information Warfare Command which is based in San Antonio, TX.
    The article implied this is their function. It made some reference to them
    participating in the invasion of Iraq during the gulf war (phone service
    disruption). I forget what magazine I read this in, but it was one
    available at newstands.

    The Canadian DND already has such a unit, here it's called NVAT (Network
    Vuln. Assesment Team). I imagine they are pretty overworked.
