    To Whom It May Concern:
    
    NAI has issued a Purchase Order (PO) to InfoGard Laboratories (InfoGard),
    a third-party testing laboratory accredited by the US Government, for
    InfoGard to conduct validation testing for NIST. The purpose of validation
    testing is for NAI to achieve a "Level 2" FIPS 140 certification from NIST
    for PGP.
    
    InfoGard has advised NAI that, on the basis of this PO, PGP is considered
    by InfoGard to be "in FIPS 140-1 testing."  The final InfoGard test
    results are expected to be delivered to NIST in March of 1999.  NIST
    certification of PGP is expected in April of 1999. 
    
    We believe this should allow you to purchase PGP.  If you need any
    assistance in the waiver process, please contact:
