    Tom Clancy did, only the target was the Capitol.  The naive position
    is to assume the target is the system infected with the virus, rather
    than the uncertainty it creates and the money diverted to defend
    against it.  It wasn't the bombs themselves that caused the downfall
    of the Soviets, but the threat of their use that did it.  One has to
    step back and see the forest, not just the trees or the twigs.
