The old meaning of Internet that I learned was that "The Internet is a COOPERATIVE network of computers, connected worldwide, by using TCP/IP. Is COOPERATIVE because everybody is giving information and knowledge to make it bigger, so YOU MUST COOPERATE once you are in and taking advantege of that." Knowing TCP/IP was just a detail, in the sense that you could participate with poems, music, or cooking recipes. COOPERATIVE was The Word. Today the word is COMMERCIAL.
