[ISN] MND website and China Military Online attacked by overseas hackers 144, 000-odd times per month

Geng Yansheng, director of the Information Affairs Bureau of the Ministry of 
National Defense (MND) of the People's Republic of China (PRC) and spokesman of 
the MND, said at the regular press conference of the MND held on February 28, 
2013 in Beijing that the Chinese People's Liberation Army (PLA) has never 
supported any hacker attack.

Some media reported that the U.S. Mandiant Company released a report 
documenting evidence of cyber attacks by the PLA Unit 61398 on February 18, 
2013. In response, Geng Yansheng said that the report made by the company is 
neither professional nor true to the fact. Some U.S. network security experts 
recently also held that the report is full of loopholes. Chinese law forbids 
any activity that undermines Internet security including hacker attacks, and 
the PLA has never supported any hacker activity.

Geng Yansheng expressed that like other countries, China is also faced with 
serious threats from cyber attacks and is one of the main victims of cyber 
attacks in the world. According to the IP addresses, the MND website and the 
China Military Online were attacked by overseas hackers for an average of 
144,000-odd times per month in 2012, with 62.9 percent of these attacks 
originating from IP addresses in the U.S.

Geng Yansheng also said that the U.S. media recently reported that the U.S. 
side would adopt a preemptive cyber attack policy, i.e. greatly enlarge the 
size of its cyber warfare force and make cyber warfare rules. The 
above-mentioned practices are not conducive to the joint efforts of the 
international community to enhance network security. The U.S. side is expected 
to explain and clarify.
