I wonder if there's a way to generate two different, dependent keys, one for signing valid packets and one for winnowing. Then both parties could exchange partial information which allows them to generate their own keys, dependent on each other, without revealing the whole picture (similar to the Diffie-Hellman key exchange with the funky mod stuff). Then they could switch keys every few minutes, too. Still no encrypted data exchanged. Slightly weak to man in the middle, I guess.
