There are lots of reports out there that are looking prophetic right now. That does *not* mean that we should treat those reports and their authors as prophets, because some of them (not all) are motivated by deeper political agendas. But we should certainly get their language out in the open, because we can be certain that their language is getting a major hearing in the corridors right now. Reading further along, one discovers that this is a "thought experiment", and while it's not clear that he'd argue against it, nor is it clear that he's arguing for it.
