For many years now, I have received a constant barrage of spam from Argentina. Either the Argentines have developed a culture of spam or I am simply on more spam lists in that country than elsewhere. In any case, Argentina has a severe problem: few of the Argentine ISP's make any attempt to control spam. Most of them are badly configured, and few of them have a working "postmaster" alias to which spam reports could be sent. Reports sent to other addresses associated with these ISP's are equally unavailing. I have sent countless well-documented reports on the problem to the backbone providers in the US that carry the spam traffic from Argentina. Some of them have been responsive, but most have not. Among the unresponsive American ISP's, the worst offender is Qwest. The enclosed message is an example of the worst pattern. A spam message from a serious, chronic spammer passes through three ISP sites on its way to Qwest: telefonica-data.net, gigavia.com.ar, and infoviaplus.net.ar. NONE of these ISP's has a working "postmaster" alias. Qwest has received extensive documentation of this problem over a period of years. They know that they are carrying vast amounts of spam from these ISP's. They know that the ISP's are badly configured and make no effort to control spam. They even know that much of the spam is sent by local merchants in Buenos Aires with no intention of attracting customers outside their own neighborhood, much less outside South America. They know all this, but they do not act. This is despicable. Qwest should be ashamed of itself, and it should stop carrying traffic from badly-configured ISP's that tolerate spam. traceroute 200.63.132.60 3 198.172.117.161 2.903 ms DNS error [AS2914] Verio 4 129.250.29.126 3.405 ms ge-6-2-0.r00.lsanca01.us.bb.verio.net [AS2914] Verio 5 129.250.2.25 12.281 ms p4-2-0-0.r01.snjsca03.us.bb.verio.net [AS2914] Verio 6 129.250.2.225 14.67 ms p4-1-0.r00.snjsca03.us.bb.verio.net [AS2914] Verio 7 129.250.9.62 12.814 ms p1-0.qwest.snjsca03.us.bb.verio.net [AS2914] Verio 8 205.171.22.122 13.267 ms sjo-core-03.inet.qwest.net [AS209/AS3909] Qwest Communications / Supernet, Inc. 9 205.171.22.5 14.384 ms sjo-core-02.inet.qwest.net [AS209/AS3909] Qwest Communications / Supernet, Inc. 10 205.171.5.145 66.5 ms iah-core-01.inet.qwest.net [AS209/AS3909] Qwest Communications / Supernet, Inc. 11 205.171.5.105 81.844 ms tpa-core-02.inet.qwest.net [AS209/AS3909] Qwest Communications / Supernet, Inc. 12 205.171.27.90 82.271 ms tpa-edge-09.inet.qwest.net [AS209/AS3909] Qwest Communications / Supernet, Inc. 13 65.112.129.182 175.491 ms DNS error [AS209] Qwest Communications 14 213.140.37.166 176.931 ms P4-0-grtmiasd1.ri.telefonica-data.net [AS12956] Telefonica Data International Network 15 213.140.36.182 312.595 ms P1-0-grtbueci1.ri.telefonica-data.net [AS12956] Telefonica Data International Network 16 213.140.36.213 320.192 ms P0-0-grtbueba1.ri.telefonica-data.net [AS12956] Telefonica Data International Network 17 213.140.38.222 321.530 ms DNS error [AS12956] Telefonica Data International Network 18 200.26.75.102 322.433 ms core-wan-75-75.gigavia.com.ar (DNS error) [AS4967] Unknown 19 200.51.240.95 312.907 ms DNS error [AS10757] Unknown 20 *** failed 21 200.63.132.60 326.597 ms DNS error
