[RRE]Qwest's refusal to control spam from Argentina

For many years now, I have received a constant barrage of spam from
Argentina.  Either the Argentines have developed a culture of spam or
I am simply on more spam lists in that country than elsewhere.  In any
case, Argentina has a severe problem: few of the Argentine ISP's make
any attempt to control spam.  Most of them are badly configured, and
few of them have a working "postmaster" alias to which spam reports
could be sent.  Reports sent to other addresses associated with these
ISP's are equally unavailing.  I have sent countless well-documented
reports on the problem to the backbone providers in the US that carry
the spam traffic from Argentina.  Some of them have been responsive,
but most have not.

Among the unresponsive American ISP's, the worst offender is Qwest.
The enclosed message is an example of the worst pattern.  A spam
message from a serious, chronic spammer passes through three ISP
sites on its way to Qwest: telefonica-data.net, gigavia.com.ar, and
infoviaplus.net.ar.  NONE of these ISP's has a working "postmaster"
alias.  Qwest has received extensive documentation of this problem
over a period of years.  They know that they are carrying vast
amounts of spam from these ISP's.  They know that the ISP's are badly
configured and make no effort to control spam.  They even know that
much of the spam is sent by local merchants in Buenos Aires with no
intention of attracting customers outside their own neighborhood, much
less outside South America.  They know all this, but they do not act.

This is despicable.  Qwest should be ashamed of itself, and it should
stop carrying traffic from badly-configured ISP's that tolerate spam.
