I would suppose the State is just like everywhere else, and the #1 issue we
face is getting adequate management support. Most people don't understand
the need for security .. and that translates into lack of funding and
non-compliance. Those then translate into inadequate staffing, which
means you just can't be involved everywhere you need to be in order to get
security in at the foundation.
