    What needs to happen is the new Gov. needs to come in an make sure security
    is a top priority. Everyone may not have to report directly to him but he
    can make life very difficult for those agencies lacking in security. He
    could always do something like forcing them to disconnect from the Internet
    and isolate them from the rest of the network. The Governor  does have
    control of the State Police and they can arrest those who steal benefits
    from the state. After a few bodies are dragged before the masses, people
    will get the idea.
