    During 2003, we are likely to see the development of two new government
    initiatives to use computer technology in terrorism prevention. Each
    will give the government greater access to Internet data. One relates to
    a new federal network-monitoring center, described in the government's
    September draft of its National Strategy to Secure Cyberspace. The other
    is the Orwellian sounding Information Awareness Office, which will be
    engaged in a project aimed at "Total Information Awareness." Both are
    cause for concern...
