It is an editor's brief statement of the essential features of the measure as introduced. Establishes pilot program of Cyber Awareness, Responsibility and Ethics to help students become safe and responsible citizens of cyber community. Allows school districts to apply for grants from Department of Education to pay for participation in pilot program. Sunsets July 1, 2005. Declares emergency, effective July 1, 2003. A BILL FOR AN ACT Relating to pilot program of Cyber Awareness, Responsibility and Ethics; appropriating money; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) There is established for the 2003-2004 and 2004-2005 school years the pilot program of Cyber Awareness, Responsibility and Ethics (CARE). (2) The goal of the pilot program is to help students who are 12 to 14 years of age become safe and responsible citizens of the cyber community. To meet this goal, the pilot program shall encourage: (a) Partnerships between school districts and local law enforcement agencies to have members of local law enforcement agencies act as mentors and provide focus, oversight and guidance in the classroom; and (b) Peer teaching among students. (3) School districts wishing to participate in the pilot program may apply to the Department of Education for grants to be used for the program, including the purchase of instructional materials that have been developed for the program. An application submitted by a school district under this subsection must include the following statements: (a) How the school district will implement the pilot program; (b) How the school district will encourage students to participate in the pilot program; and (c) Which local law enforcement agencies will form partnerships with the school district. (4) At the end of the 2003-2004 school year, each school district participating in the pilot program shall report to the department on the progress of the program. The report shall include: (a) The number of students participating in the pilot program; (b) The local law enforcement agencies that formed a partnership with the school district; and (c) An assessment of student attitudes toward the cyber community. (5) Prior to February 1, 2005, the department shall report to the Seventy-third Legislative Assembly on the results of the pilot program. + } SECTION 2. { + (1) In addition to those moneys distributed through the State School Fund, for the biennium beginning July 1, 2003, the Department of Education shall award grants to school districts to participate in the pilot program established under section 1 of this 2003 Act and to purchase any materials required for the program. (2) Each school district may apply for a grant under this section. (3) The State Board of Education shall adopt rules: (a) To establish the criteria for awarding grants based on the goals of the pilot program; (b) To determine the amount of each grant, which may not exceed $40,000 per school district per school year; and (c) That are necessary for the administration of the pilot program. + } SECTION 3. { + Sections 1 and 2 of this 2003 Act are repealed on July 1, 2005. + } SECTION 4. { + (1) There is appropriated to the Department of Education, for the biennium beginning July 1, 2003, out of the General Fund, the amount of $200,000 for the purpose of awarding grants to school districts under section 2 of this 2003 Act. (2) Of the moneys received by the Department of Education under subsection (1) of this section, the department may retain no more than five percent of the moneys to pay for expenses incurred by the department in the administration of the pilot program established under section 1 of this 2003 Act. + } SECTION 5. { + This 2003 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2003 Act takes effect July 1, 2003. + } ----------
