Having received one of these a while back, it is a site which you have to 'pay' to get the info, and usually they show that someone named 'Cindy' gave your address to them as (add a couple of added letters to your current email address) please click here if this is not your current email address. then you get a page that says we're very sorry, but payments/membership cannot be refunded. (please read the fine print where you agreed to this). It's a ripoff, ($19.99 for the trial membership in 1999- so maybe $20.03 in 2003 ??). However, if you agree to a ripoff, including the section that says you will not sue for an unneeded sign-up I don't know if you could sue them even if you could find them. A quick search lead me to the conclusion that this is an old scam. Of course my advice to her was to report it to the ISP's abuse mailbox. These guys appear to have been moving around from ISP to ISP. Anyone seen this before? Any better advice?
