You can do a nslookup or dig of the IP and see what comes back. If we're talking about a cable modem, in many cases the name you get back will have components that point to a general physical location ie: suburban area. Alternatively you could traceroute to the IP, and observe the last hop before the destination which may also give you a clue to the location. Traceroutes from various locations ( see nitrous.digex.net or www.tracert.com ) might also offer some info.
