Does it really have to be ftp and SSL ? MJR has published in the US (www.clark.net/pub/mjr/pubs) a non-ftp file transfer program with crypto. If with the new rules he would like to publish it to the world (by sending a note to the BXA) it will be worth a look. Following the flaws found in many ftpd programs last summer I have spent a little time trying to audit wu-ftpd and I've found it practically impossible. Other than that there is SSH, which can tunnel other traffic. If you only want the crypto to authenticate users it ought to be straightforward.
