New patch for bdflush and syslog

      Attached is a patch to add hooks for bdflush and syslog.

  The bdflush hook allows control of commands to the bdflush daemon for
reading and writing of the bdflush control settings.
The syslog hook was placed in do_syslog in order to control syslog system
calls and /proc/kmsg access to the system log.

  The patch was generated against the current Bitkeeper tree. If it is
acceptable, Stephen can commit tomorrow.
