2nd public release of LSM-based SELinux

    The 2nd public release of the LSM-based SELinux prototype is
now available on the NSA web site (http://www.nsa.gov/selinux/news.html).
The snapshot was generated on 9/26 prior to Greg's recent comment
change to security.h, but the snapshot of the LSM kernel patch 
included in the SELinux release is otherwise identical to lsm-2001_09_26
against 2.4.10.  Enjoy.
