    Actually, this "keymaps" problem seems like a more general problem.
    Shouldn't switching keymaps be a privileged operation in Linux,
    irrespective of the LSM?
    
    "loadkeys" should then be a privileged program, that by default
    only allows users to select keymaps from a trusted directory.
    Root can then be used to edit/create keymaps.
