    One common approach is simple flood control/rate limiting.  This is only
    useful if it's ok to drop some of the messages.  But, it appears that
    vebosity == 0 drops many things.  BTW, having levels 0-9 seems overkill,
    AFAICT you're only using 0 and 1.
