My only goal was to get them out of security.h (and into a separate
header only included by security modules), to avoid having to rebuild
the entire kernel tree upon enabling/disabling stacker.  Whether they
are #define's or static inlines doesn't matter to me, although static
inlines are favored by Documentation/SubmittingPatches #3.
