[PATCH 2a/3] Reorder the security stubs

Hi,

this patch has been generated automatically, so the rediffing pain
is reduced.
It reorders the implementations of the security stubs to have 
CONFIG_SECURITY and else stuff next to each other.
Makes the cleanup patch (2b) much more easy and safer to create.

If anyone is interested in the python script, let me know ...
