FYI - I know it's not traditional to look to standards from
the ISO folks but there's an ISO standard date/time format. ;)
ISO8601
YYYY-MM-DDTHH:MM:SS.SSS +/- HH
Where "T" separating the date and time is a literal text 'T'. The +/- offset is for GMT offset. +0 or -0 can both indicate Zulu time.
