[logs] Windows shutdown

Does anybody know how to enable logging on Windows NT Server 4.0 in a way
that I can log which user account requested the shutdown.

I have full auditing turned on (all successes and failures) and it only logs
a 513 event indicating the system is being shutdown but I can't get it to
log the username that requested the shutdown.
