    terms ended. William Kennard, the Democratic chairman, quit Jan. 19, a day 
    before the Clinton administration ended. Susan Ness, a Democrat, said she 
    will leave by June 1. Republican Harold Furchtgott-Roth said he will leave 
    when a successor is confirmed. Democrat Gloria Tristani, whose term expires 
    in June 2003, has said she will resign and return to New Mexico to run for 
    governor or a congressional seat.
