    "It's even more important than usual for Congress to tread carefully during 
    the appropriations process this year. Profligate spending is on the rise, 
    and the usual obstacles to fiscal extravagance have vanished. As The 
    Washington Post reported in a front-page article on Aug. 9, a deep 
    commitment to improvident spending has become a thoroughly, and alarmingly, 
    bipartisan phenomenon. Also this fall, Congress should ensure that any 
    Department of Homeland Security includes a chief privacy officer who has 
    real oversight and enforcement authority. I'd hope that debate over the 
    proposed department will include how it jibes with America's tradition of
