    "Searcher: The magazine for database professionals". In this article,
    Melissa Barr, Legal Resources Specialist at Cuyohoga County Public
    Library, offers a comprehensive review of free or low-cost public access
    to statutes and caselaw in the United States. The article documents the
    controversial policy of West Publishing and LexisNexis who will not sell
    subscription-based access to public libraries (individual documents can be
    purchased by anyone with a credit card, but this gets pricey very
    quickly). A response by Lexis-Nexis is included.
