Vermont is the only state where an individual can have a non-photo driver's license, for any reason, no questions asked. (Other states have various restrictions.) Indeed, if you want the photo, it'll cost you $5 extra. http://www.aot.state.vt.us/dmv/LICENSES/LICFEES.htm The very independent people of Vermont have decided that not everyone needs or should be required to have a photo ID card. Why their ex-Governor is not on board remains a mystery to me.
