    Just a small correction, this is not the US IEEE's paper, nor does
    anything in the paper reflect their published stand on this issue. This
    paper is put out by ITAA, the Information Technology Association of
    America, which is the lobbying arm of IT corporations. (The same group
    that is representing the voting machine manufacturers in an attempt to
    do damage control for their industry)
