Such a call is a non-starter though; if they know what the Internet is, they have to know you can't just re-create it and keep it 'private' (something the Internet is not). If they want a secure official network, copy the DOD model of SIPRnet. But know that it is a private network, and will not be a 'new Internet'. Either way, if you want this magical new second Internet, create it or shut the hell up.
