Recruitment of specialists was recently started and a cyber strategy, now under preparation, is set for completion next year. Like most other developed countries, Finland wants a credible network defense capability. The defense forces have already started hiring professionals. While the army, navy and air force can raise their levels of preparedness when a crisis threatens, cyber defense has to be constantly at a state of high alert. Attacks come even in peacetime. "Indeed, attempts are made to carry out attacks. Some are attempts to break in or to install malware, but so far there have been no successful attacks that we are aware of," says Catharina Candolin, who directs the defense forces' data network defense sector. The nation's defense forces were also seen at the recent t2'11 Infosec conference for information security professionals in Helsinki. Security and defensive strategies were high on the agenda. Similar gatherings have reviewed cyber attacks from abroad, such as the one that severely hit Estonia in 2007.
