    It doesn't work that way.
    
    You can't "block all Internet traffic out of Afghanistan" because you can't
    know for sure where someone is when they dial in.
    
    I used to dial into earthlink in CA from Europe because it cost just as much
    (less actually) to dial the 800 number (from Europe).  (And when I do this,
    all that the Internet knows is that I'm with earthlink.)
