ON MARCH 11, 2002, PRESIDENT BUSH SIGNED THE HOMELAND SECURITY PRESIDENTIAL DIRECTIVE-3, WHICH REQUIRES A HSAS TO PROVIDE A COMPREHENSIVE AND EFFECTIVE MEANS TO DISSEMINATE INFORMATION REGARDING THE RISK OF TERRORIST ACTS TO FEDERAL, STATE, LOCAL AUTHORITIES, AND TO THE AMERICAN PEOPLE. THE NEW SYSTEM WILL PROVIDE WARNINGS IN THE FORM OF A SET OF GRADUATED "THREAT CONDITIONS" THAT WILL INCREASE AS THE RISK OF THE THREAT INCREASES. AT EACH THREAT CONDITION, FEDERAL DEPARTMENTS AND AGENCIES WILL IMPLEMENT A CORRESPONDING SET OF "PROTECTIVE MEASURES" TO FURTHER REDUCE VULNERABILITY OR INCREASE RESPONSE CAPABILITY DURING A PERIOD OF HEIGHTENED ALERT. THE FBI KNOWS THE U.S. CORPORATE SECURITY PROFESSIONALS PLAY A SPECIAL ROLE IN THIS MATTER. THIS SYSTEM IS INTENDED TO CREATE A COMMON VOCABULARY, CONTEXT, AND STRUCTURE FOR AN ONGOING NATIONAL DISCUSSION ABOUT THE NATURE OF THE THREATS THAT CONFRONT THE HOMELAND AND THE APPROPRIATE MEASURES THAT SHOULD BE TAKEN IN RESPONSE. THE ADVISORIES SEEK TO INFORM AND FACILITATE DECISIONS APPROPRIATE TO THE DIFFERENT LEVELS OF GOVERNMENT AND TO PRIVATE CITIZENS AT HOME AND AT WORK. IN THE WEEKS FOLLOWING THE SEPTEMBER 11TH TERRORIST ATTACKS, THE SUBSEQUENT U.S. GOVERNMENT THREAT WARNINGS WERE MET WITH CRITICISM BY STATE AND LOCAL AUTHORITIES, AS WELL AS THE GENERAL PUBLIC. THIS NEWLY-CREATED SYSTEM IS A STRONG ATTEMPT BY THE FEDERAL GOVERNMENT TO QUANTIFY THE THREAT SITUATION, WHILE PROVIDING SPECIFIC INFORMATION THAT FEDERAL, STATE, AND LOCAL GOVERNMENTS CAN USE TO PROTECT THEIR CITIZENS. THE THREAT SYSTEM WILL ALSO SERVE AS AN IMPORTANT PUBLIC SERVICE ANNOUNCEMENT MECHANISM TO ALERT THE AMERICAN PEOPLE OF THE TERRORIST THREAT STATUS AND PROVIDE INFORMATION THAT THE PUBLIC CAN USE TO PROTECT THEMSELVES. THE DEPARTMENT OF JUSTICE AND THE FBI WILL MANAGE THIS SYSTEM. IN ORDER TO STRENGTHEN THE NEW SYSTEM, THE FBI IS SOLICITING INPUT FROM FEDERAL, STATE, AND LOCAL STAKEHOLDERS AS WELL AS CORPORATE SECURITY PROFESSIONALS TO ENSURE THAT THE HSAS HAS A VALID MEANING TO THE PUBLIC SAFETY COMMUNITY. IN CONJUNCTION WITH THE DEVELOPMENT OF THIS NEW SYSTEM, A 45-DAY COMMENT PERIOD, WHICH BEGAN 3/12/02, AND WILL CONCLUDE ON 4/26/02, WAS ESTABLISHED TO SEEK THE VIEWS OF OFFICIALS AT ALL LEVELS OF GOVERNMENT, LAW ENFORCEMENT, U.S. CORPORATIONS, AND THE AMERICAN PUBLIC. NINETY DAYS AFTER THE CONCLUSION OF THE COMMENT PERIOD, THE ATTORNEY GENERAL, IN COORDINATION WITH THE DIRECTOR OF THE OFFICE OF HOMELAND SECURITY, WILL PRESENT A FINAL HSAS TO THE PRESIDENT FOR APPROVAL. RECIPIENTS ARE ASKED TO REVIEW THE OFFICE OF HOMELAND SECURITY'S INTERNET SITE AT http://WWW.HOMELANDSECURITY.GOV TO FAMILIARIZE THEMSELVES WITH COLOR-CODED THREAT CONDITIONS AND THE ASSOCIATED SET OF PROTECTIVE MEASURES.
