The information that I have on RAINS is just a little more than what is on the web at http://security.ece.orst.edu/oregon-rains/html/Oregon-RAINS-1.0.htm RAINS stands for Regional Alliance for Infrastructure and Network Security. I believe it's a post 9/11 effort to organize public and private concerns about high-tech security needs. The missions, as stated on the web are: 1) contribute to our national defense, by helping to mobilize public/private solutions to critical security problems; 2) provide a needed boost to the Oregon economy. It is housed in the Oregon Economic and Community Development Department http://www.econ.state.or.us/ and there is a little more info there. OECDD is hosting the June 6th Town Hall on Cybersecurity so this is the connection between the Town Hall and the Cybersecurity Showcase.
