"We will bankrupt ourselves in the vain search for absolute security" or words close to that. Thinking of the particulars, something seems odd. The USS Cole was an excellent target in the harbor in Yemen. It was a great symbol. Pretty much everyone was on board. A cruise ship seems, hmm, less good. It will only be fully loaded when it's in the deep ocean or just coming and going from the harbor. In the harbor there would be lots of other ships around making rescue efforts easier. In the deep ocean paddling after a ship under full steam seems futile.
