Good points, but remember the goal of a terrorist: cause change through FEAR. Simultaneous attacks (an UBL trademark) on soft civilian targets will scare people, especially if there are heavy casualties. I would think it would take a lot more than 600 pds of C4 to take out one of those big cruise ships, but I'm not an engineer. How about hitting a tanker or a liquid gas carrier in harbor? It will only be fully loaded when it's in the deep ocean or just coming and going from the harbor. In the harbor there would be lots of other ships around making rescue efforts easier.
