This is a very common scam used by Mexican organized crime. In cases I
have worked victims interviewed state there was also a sticker placed on
the ATM with a phone number to call in case the ATM didn't work. The phone
is obviously managed by a member of the gang who then asks you for your
personally identifiable information.
