FWIW, the Portland Fire Bureau's official plan for communication with Neighborhood Emergency Teams in the event of a disaster is ham radio. It is strongly suggested that each NET have a licensed Ham on the team, although I don't believe it's a requirement for the team to be certified. The largest disaster that PFB plans for is a magnitude 9+ earthquake on the along the Juan de Fuca plate, which runs from Vancouver Island to roughly Eureka, CA, about 60 miles offshore.>
