Many of the developers are local, but not Linus and Andrew. They largely supply machine time for projects to be tested on equipment. If you have a project that meets their desires (or their sponsor's desires), then it will get queued and tested. Why is this important? Most people do not have 4Gigs of bandwidth to test on. Most people do not have 4 ways, 8 ways, and 32 ways to test on. So if you are writing the latest locking mechanism for apache, you can request a test on a 32 way and be scheduled.
