    One quick way to get this to stop would be to put a small javascript on
    your page (the one that's being hit so much) to pop up an alert box when
    the page loads.  This should cause people using HIS page to get flooded
    with alerts and would render his website useless until he removes all
    those invisible frames.
    
    You could even compare the http referrer in the javascript code, so the
    alert box only shows up if people are hitting it from his site.
