    it should also go out to all new subscribers.  not as a link, but the whole
    thing in a seperate email.  newbies are often looking for instant info to
    solve a problem, so receiving the FAQ when they sign up for the list before
    they get a chance to post anything, may save some
    time/bandwidth/frustration/etc.
    
    it should also go out each time there is a new revision/point release.  not
    just for proofreading, but to keep everyone up to date.
