ah ! i would love to
chown apache /dev/net/tcp/80
or
chown userxyz /dev/net/tcp/192.168.0.1/80

of course i don't care how it is done.
chown or some special command. /dev, /proc or some syscal.
but it would be very good, to have such a functionality in
the kernel, or at least loadable as a module.

lsm seems to be the way to go.
