    I'd like to see all security decisions made in the module,
    including capabilities. The base module should support the
    facilities which are available "today".
    
    I have no particular desire to include a permissive policy,
    but I have faith that if the facility precludes doing so
    it will bite us in the end. I'm working on in CAPP (C2)
    and LSPP (B1) policies. OKay, people who work for me are,
    but that's kinda the same thing. It's not a MASTER PLAN,
    it's Casey's Evil Plan for World Domination.
    
    It's Casey Schaufler (pronounced like you're in the shower,
