Sure it can. All you need to do is have a team of at least three people who are in different time zones. Or even easier have a team of a dozen people who share the load whenever they are logged in. They could share a POP-SSL mail box for the moderator messages and download/reply whenever they are logged in. Such a method should give a moderation time of less than 30 minutes guaranteed 24*7.
