Caveat:  I wasn't at the kernel summit.  But my impression is that
"stable" in this context has always just meant a stable API/ABI for
userland, not a lack of continuous change within the kernel.  And we
were warned long ago that the LSM API could change at any time during
the stable series, as it is an in-kernel API.  In fact, the LSM API has
changed since 2.6.0.

One of the earlier suggested enhancements to LSM for 2.7 was an auditing
capability, but that seems to have been rendered obsolete by the audit
subsystem implementation by SuSE and by the mainline kernel audit
framework by RedHat.
