Damn and blast. Andy Bach just notified me that some strftimes don't
support %z, so I don't see an easy portable way to lay my hands on
the timezone offset. This works:

	strftime("%Y-%m-%dT%H:%M:%SZ", gmtime(time));

just as Mikael Olsson recommended.
