Go ahead and write the Perl script.  I just did
something similar, using the Win32::AdvNotify module. 
As a basis, I used FSW.pl (located at
http://patriot.net/~carvdawg/perl.html) and added
email notification.  I compiled this script using
Perl2Exe and installed it on a business-critical
system with no problems.

Since you're using Win32 systems, this is really a
pretty easy problem to solve.
