This forwards to localhost only - you can't specify a syslog-server.  I have seen Apache
on Windows with a syslog server installed on the Windows box forwarding logs via syslog
to a central logging server.  So unless your Windows box is running syslog then you're
stuck.  It is a bit of kludgy solution though.
