Cygwin has full socket support. In fact, I just ported hydra to Cygwin (Only thing I had to do was add an inet_pton() implementation from UNP1 since cygwin doesn't have this call.) You can grab a binary at http://www.bitland.net/hydra.exe You need cygwin installed for this to work.
