    Dear Declan,
    enjoying your mailing list for quite some time now, let me reaply something 
    in regard to the below.
    In Germany for many years it has become a standard procedure with capital 
    crimes to more ore less force the inhabitans of a community or even region 
    to undergo DNA-testing. At first the proesecutors office will launch a 
    public request via newspaper that all males (or females) may do their DNA 
    at auch and such location - without being forced, of course (leaving the 
    public pressure aside, especially in smaller locations ...). However, the 
    concerned local police forces (being the executive branch) after some time 
    will personally contact all males/femals, who refused the DNA on whatever 
    grounds, and "invite" them for testing. If such people still refuse, they 
    will launch an exhausting check/investigation on such person. All this is 
    covered by federal law.
    Of course the law also says that all such created databases should be 
    completely erased after the criminal procedure has been closed. However, 
    and what happens in reality is another question, especially in regard to 
    politicians wish to create a nationwide database of such DNA-testing, which 
    is - at least unto now - still not possible under existing law - thank God!
    Need to know more or some examples from the last years, let me know.
